Are CLEP and DSST credits transferable?  

Any school you transfer to will require a CLEP transcript directly from the CollegeBoard or a DSST transcript from Prometric.  Whether these credits transfer or not depends on the policies of the institution.  For example, the community college in Charlotte, NC, grants credit for the Humanities CLEP, but the state university in Charlotte, does not.  Therefore, although the CLEP Humanities credits could be used to fulfill the Humanities requirements at the community college, the credit hours would not transfer to UNC-Charlotte.

In planning CLEP and DSST, it is best to take exams that will transfer to the four-year school of your choice.
